Like other tax loopholes, there are those who will abuse the system at every opportunity.

Corporations and high net worth individuals take advantage of dodgy tax shelters and obscure specific programs designed just for them for example with the help of high priced lawyers, accountants and investment 'professionals'.

I'd bet a lot more than 4 billion in taxes are avoided. I'd like to know how much GE, APPLE, etc., sheltered from taxes.

That isn't to say everyone who files an individual tax return who abuses the tax system ought to get a free pass- they absolutely should not- but perspective is what counts here.

Fraud isn't the same as loopholes and shelters. The IRS can't do anything about the latter. The takeaway from this story is that the IRS knows fraud is occurring and has nonetheless declined to do anything about it.

No, it isn't. If that fraud was cut in half, that would be $1 Billion dollars we would not have to cut from the Department of Defense, or we could use a part of it to reduce cuts in a social program for those here legally.

If someone here illegally is committing fraud, then they cease to be "otherwise law-abiding" and should be deported posthaste. After 1-2 thousand people are deported for fraud (with confiscation of any US property to settle their tax debts, of course), then the fraud should fall greatly.
